[Modsecurity] Major coming - performance issues solved

I hope everyone is having a nice summer, I know I said I would put out a
release sooner, but the performance issues were dogging me.  It looks
like we finally have a solution for it, and I will be putting out a new
release this weekend.  To take full advantage of the performance
enhancements, you will have to upgrade to 2.5.  I know, for Apache 1.x
users, this is a bit of a problem.

I will still be supporting rules on 1.9.x, but it does not look like
there will be a way to make 1.9.x as fast.  If you are not experiencing
issues now, then don't worry about it. 

And now that the performance issues are solved, I can go back to
cranking out the rules at my former pace.  Thank you all for your
patience.  And expect the antispam rules to get a lot better too.
